How did tobi controll theAlso jinchurriki

How did tobi control the jinchurriki? Also was the rinnegan just a projection of tobi's or did he implant 7 of them. I don't recall kabuto making an agreement that tobi can have the 7 jinchurriki to himself.

I think it was a projection, the Rinnegan. Only 3 people were known to have Rinnegan and I doubt they grabbed the Sage's eyes, and Nagato's paths had Rinnegan because they were linked to Nagato. So I think they had Rinnegan because they were linked to Tobi. It was like a second Nagato. He used 6 Jinchuuriki as his paths, and they each had one Rinnegan and Sharingan like him.
