Sakura didn't need to take the chunin exams. She was already a student of the Hokage's and knew high level techniques that required precised chakra control such as her medical jutsus and cherry blossum punches.

You can work your way up via missions and stuff and they get recommended.

I believe all the k11 got chunnin promotion together by some means. Who knows.

no im saying everybody regardless of their rank was given a chuunin jacket and promoted to fight in the war. And i never saw where sakura was a chuunin before hand
