Could be Big Mom did that not the V family.

Where I wouldn't be surprised.

Well they are on top of the Germa 66 Warmonger army. Which was first thought off as a myth but does actually exist. I think they can do something easily as making him wanted alive only, possible.

But the world government is in charge of bounties and shit. The fleet admiral is now Akainu an ambitious motherf*cker, you'd think how can they be handicapped into changing bounty status.

Probably did some dirty works for them so they used it as leverage

I saw someone make a theory about how maybe the Vinsmokes either worked for the WG by just doing random assassinations when hired.. or that they even went as far as to hiring the Vinsmokes to train the assassin's for the WG (like some of the cipher pol, etc..) So maybe the WG still owed the Vinsmokes.. or they are just on really good terms with eachother..

I personally, don't have any idea tbh.. but I can't wait to find out!

Maybe they're nobles... with influence in the underworld too. Almost all the nobles have some say in underworld...

probably some leverage after they did some assassinations for the WG so that they couldn't be tied to the hits.

Like Mingo? I wonder what shit do they have... Maybe some treasure shit or maybe ponycliph knowledge

Mingo is a celestial, so he can lie to the papers of losing his position, get an admiral to do his bidding, and continue his underworld activities as long as he holds the title as King.

The Vinsmoke family may also worked for the World Gov't in some aspects because they are assassins. Assassins kill for hire. So it could be a small favor for the family.

Akainu can't do anything if its a bounty change made by Kong or Gorosei.

Well Doflamingo was a Shichibukai, meaning he was officially connected to the WG, and an important figure in the underworld, known as Joker, at the same time. Now for us readers this was not that much of a surprise, but for the OP verse this was a huge revelation. There's a difference in perception here. It's very well possible the same thing applies to the Vinsmoke family. The Vinsmokes are introduced like they're quite famous, but in reality it's likely that that only applies to the underworld and that for example some of the family members hold high-ranking positions within the WG in the public world.

Another possibility I've mentioned before is that it's not uncommon to think that the WG used the services of the Vinsmoke on occasion. They have their own assassins, CP9, but I can imagine that in certain circumstances it's more interesting to make use of a third party rather than their own assassins. This of course can have the result that the Vinsmoke has something on the WG.

Could be Big Mom did that not the V family.

Where I wouldn't be surprised.

According to Sanji it was his father and I don't really see a reason to doubt that.
