How did sasuke lose his tomoe in his rinnegan

not really the same since EMS can be activated and deactivated at will. Sasuke's rinnegan nor the tomoes in his rinnegan have been shown to do that.

Yeah, i'm guessing he can activate , and deactivate the tomoes. His eye is the Rinnegan,and Sharingan combined so he could have just activated the Rinnegans powers.

Relax, he didn't lose the tomoes. He just doesn't have them active.

Madara was not suprised to see the Tomoe in Sasuke's Rinnegan. This leads me to believe that Madara may have also had Tomoe when he first unlocked his Rinnegan. Perhaps they faded over time. I know there are no panels to back this up, and that there is a panel showing Madara unlock his Rinnegan with no tomoe. It makes sense to me, it's possible that Kishimoto hadn't thought of that when he drew that panel.

Naruto also wasn't surprised. Sakura also wasn't surprised. Kakashi also wasn't surprised. In fact, no one really was surprised by the tomoes. So I don't believe this is a viable explanation of the lacking tomoes.

But Kaguya had it all the time.

Kaguya's was the Rinne Sharingan, not the Rinnegan.

They are in deactivated state. We didn't see Tomoes in a few of the scans against Kaguya as well.
