Sakura in the beginning had jonnin capabilities, basically on par with kakshi. In terms of intellect and chakra control....she just wasn't trained, Tsunade caught Sakura some bad ass jutsu and moves. It's pretty self explanatory.

Logically Sakura should've passed it the first time, but she wasn't trained for combat.
