Because when he arrived, he had his back turned so Sakura couldn't see his face.
Afterwards, when he turned, we have Sakura saying "You are..." which implied clearly the 4th Hokage/Naruto's father, only that he presented himself first.

Sasuke was not there when Minato arrived and she didn't know he was coming until he appeared.
