Guruguru and Obito's personalities and bodies almost became one when under the Tobi persona. It was Spiral Zetsu's personality.

well you have to understand the grand skeem that he put together, he gathered some of themost powerful shinobi in the world, and made them think he was harmless, when in the end he was deceiving them to carry out project Tsuke no mi... so it would be a "perfect world" he was making them think he was harmless so they would be taken back and wouldn't be prepared for when he became the all powerful shinobi (he also had a madara persona take in mind he had an alter ego for his alter ego... the man was pretty damn smart..)

In order to suceed with his plan, he needed anyone investigating the akatsuki to think Pain was the leader, but he needed to be able to be on the front to see what was going on firsthand, and "Insane masked idiot" was a better disguise than "Madara" for that purpose.

As for why he was acting like spiral, he just based the personality on spiral, but there where several differences. for instance, Spiral has shown to be able to be serious, and has never just goofed around for no reason. HE WAS NOT BEING CONTROLLED, THAT IS NOT EVEN POSSIBLE. (White) Zetsu's have no known ability to control other people, and Black zetsu was unable to control obito until he was nearly dead.
