So, we know that The Second Hokage, Tobirama, was the original creator of the technique. Minato seemingly mastered and improved it before he became Hokage, so how could he have gained access to the technique? Did Jiraiya give it to him as a gift? Did Minato 'invent' it, only to discover that Tobirama already created it before him? Or could Minato also have stole the Scroll of Seals when he was a Genin, like his son?

I think they learn it from the scroll with permission from 3rd hokage. Maybe it sound ridiculous but it not minato only knows the technique but also his comrade. remember when 3 minato's subordinate use that technique to bring the mizukage to other battlefield.

Minato was the one who taught them.

He taught them FTG, It wasn't some scroll

As for Minato, who knows? Maybe it was just some scroll.

Hmm...I personally like the thought of Jiraiya accidentally tossing it over to Minato.

Jiraiya: *Looking through the Hokage residence for a technique to teach Minato.*
Hiruzen: Hey Jiraiya, someone stole all of the clothes at the bathhouse! Lets go!
Jiraiya: *Throws random scroll to Minato* Ah yea! Here, learn that Minato, I gotta go! *leaves*
Minato: Hiraishin? Hm...ok, if Sensei thinks I'm ready...

Most likely Minato just created the justu based off of stories he has heard about the 2nd Hokage. In way just by creating his own style to the technique it somehow surpassed the 2nd's.

The scroll idea I don't like because most justus that we're written on scroll are usually forbidden ones, for whatever reason. And the FTG doesn't appear to be a forbidden jutsu.

it's not a forbidden technique, so basically he must have learnt it from Tobirama's techniques scroll probably with someone's permission to have the access.

Higher level of ninja I think gets access to higher level of technique. If you remember the shadow clone jutsu is jonin level jutsu meaning jonin know how to use it. So I think maybe when minato became a jonin he was giving access to joinin level jutsu such as these, being that he is good at sealing jutsu he choose the fly thunder god technique.

Did you watch road to ninja? Maybe in that cave where he and Jiraiya supposedly trained had a hidden scroll which contained it?

Sometimes I thought about the same, maybe Minato started working on something akin to the Hirashin himself and when he showed it to Jiraya-sensei, the pervert was so impressed that he went to his own teacher to ramble about how good his trainee is.

Hiruzen wasn't the Professor for nothing and saw the similarities to the Hirashin and gave Minato limited access to some of Tobirama's jutsu files.

It's all in the Hokage's secret library...
Minato picked the idea, developed it and used it to the new levels...
