So Konoha went from this in the beginning..

To this after Pain's rampage

And finally to this?....

You must be registered for see images

That's roughly 20 years it took to build a small capital city to a large metropolis with skyscrapers.

Most of that probably took place during Kakashi's or Naruto hokage term.

What the h*ll were the past hokages doing?

Does that even mean Naruto or Kakashi are better hokages?

They probably had help considering Naruto did basically save the entire world so in his honor men from the other villages came and help the Leaf rebuild not to mention it was practically done by the time Sasuke got there.

20 yrs? Dude thats enough to build cities larger then New York and i am talking about our world. Look at Dubai, Abu Dabi and several dozen Chinese cities which where massivly expanded in less then 20 yrs.

It may just have gone through a randomly rapid technological growth. It's no surprise. Consider: Floppy disks were common only 20 years ago. Now we have iPhones 7mm thin
