Why would he give these powers to Naruto? He loves his brother and sacrificed everything for him. Sasuke was more important than the village to him. ...And how the heck would Naruto do that? It would probably just kill her. The thing is, Sasuke has a sharingan, so he would eventually be able to use Amaterasu. Sakura is not and will never be a Jinchuuriki. She has no potential to create a tailed beast ball.

2)Naruto doesn't have a sharingan so he can't use these jutsus
3)No he can't. And even if he could, Sakura needs to be a jinchuriki in order to use TBB so she won't be able to use it.

Before Itachi's death, in Sasuke Vs. Itachi Battle - at the last moment of Itachi death, Itachi poke out his fingers to Sasuke fore-head. Smearing blood and muttering words, as he slowly begins dying to his feet. The smearing of blood was assume to be the sealing formula of the Transcription Seal. The sealing technique is presumably used only amongst the Uchiha Clan. More so, the seal was used in means as a fail-safe for if Tobi comes near Sasuke. The seal will activate, releasing Amatersu, upon eye contact of Tobi's Sharingan. This was also assumed of how Sasuke would later come into possessions of Amatersu.
