I've said it before that it's probably not wise to think of those legendary items as 'physical weapons,' but as techniques that manifest as weapons. Techniques can be learned and passed on in a variety of ways, and I am a firm believer that Susano is a technique that manipulates reality through the user's emotion, manifesting accordingly.
