Probably, just witnessing Shisui's death to protect the village was traumatic enough for Itachi to awaken his Mangekyou.
Also, if you remember, Sasuke's Mangekyou activated when Itachi died. He did not kill him either, but witnessing his death, even though he hated him, was traumatic enough to activate it.

No, it was confirmed he didn't. Itachi showed us that he awakened his MS seeing Shisui in his last moments, then he stated that Shisui left after giving him his KA to go and die alone. Shisui was never seen again.

Itachi said that because that's what the Uchiha Tablets say. Obviously they are wrong in that respect though.
