I mean couldn't anyone detect him using haki or just being aware in general when he was sneaking in, it just really feels inconvenient to me that this highly secret organization has been able to keep itself anonymous for years and then some guy just sneaks in without encountering any trouble..

Well he's half dead, and thus his life force will be insanely weak, making it hard for CoO users to detect him. Remember even sanji who had island level CoO was having hard time finding the other half of kiemon mainly because it was getting weaker.

What does life force have to do with CoO observation haki lets you sense your surroundings(and that includes anything)..

We don't know who was on that ship. We know Sabo left by other means, and we haven't heard about Hack or Koala having Observation Haki. Then there is also the fact that not all Revs are well trained fighters, you have fodder pirates, fodder marines, it's only natural for fodder Revs to exist. Jesus boarded a ship, it could've been a minor one of no importance on board with only regular workers of the Rev Army. Then the size of the ship, a large one could've made it easy for him to sneak into a remote corner safely.

I am however surprised Baltigo doesn't have patrol on it's surroundings. Seems iffy.

Yeah basically this. Last time I checked, Luffy's CoO allowed him to sense rocks being thrown at him by Rayleigh and drops of water from Hody, which have zero life force. The only comment Sanji made about difficulty was the fact that the water was dark, which is what made him use Observation Haki to find Kinemon in the first place, and maybe about Nami's body not being as good a swimmer as he is in his own(not sure on the latter).

Observation Haki is kind of an inconsistent joke at this point in the story.

I think Sabo is keeping a check on Burgess.
Maybe a way to let the Blackbeard Pirates lose their way?
Revolutionaries have been keeping check on most of the underworld Pirates and their business. So there is a possibility that the BB pirates are being followed by some of the revolutionaries.
That main meeting with the WG is close now. So Dragon must have assumed that BB will do something. Luckily, Burgess followed and they got a way to make the BB pirates lose time.
Now it depends on Teach whether to go and save Burgess or follow their original plan of ruining the meeting.
If they decide to save Burgess and then go to meeting, then at some point, the Revolutionaries will kill Burgess and the BB pirates will lose their way on the sea and will take time to get back on their way to meeting.
And if they decide to stick to their plan then Burgess will be killed any way.
Blackbeard is dumb looking but clever enough to think that there is no way the revolutionaries didn't notice Burgess infiltrating their ship.

It can be revolutionaries secret plan to lure BB pirates or world govt.Because by observation haki you can detect anyone even when you are not serious like luffy detect that Mud mud guy.Revolutionaries have many with haki.So it can be a secret.

With all this talk of how good observation haki is supposed to be, is it possible there are techniques that lower ones presence, much like in dbz when they lower there power level to hide from the scouters?
