Naruto didn't learn it using the clones the way he learnt FRS. He only used the clones because he wasn't able to control all the stages involved in creation of rasengan all by himself. So this isn't an asspull, Boruto is a prodigy like his grandfather.

Minato was said be be developing Rasengan during the 3rd Shinobi War and after studying bijuu tailed beasts bombs. It took him 3 years to develop the jutsu as a result.
As for Boruto's Rasengan, I wouldn't call it a complete jutsu initially.

I think the difference comes from the respective ninja's talent and the amount of effort they put into the jutsu. Naruto with his terrible chakra control, was able to produce a full sized Rasengan. While Konohamaru and Boruto's results were notably smaller, compared to what the jutsu is supposed to look like.

It took minato years because he DEVELOPED it... it takes a much shorter time to learn something already done than create something from scratch. That being said it's not too far etched boruto learned it quickly, he's touted as a genius with 3 chakra natures, regardless of his reserves he obviously has good control over it. Also, it took naruto what, like a week? And konohamaru about the same?
Don't be stupid Neji was a genius for being the ONLY legit Hyuga that wasn't part of the main branch.. and to be the best at such a young age and defeated a long range ninja that was jounin level.

Also bolt subconsciously added a nature. Something the creator couldn't even do, neither couldn't the pervy sage, & naruto had extremely difficulty doing so.
