How could Tobi reform the ten tails?

I mean, Naruto only has half of Kyubis chakra right? So if half is missing, how could Tobi form the ten tails and be complete?(Do kin-gin brothers have something to do with it? But even then, they only have a small part of his power..) Anyway Tobi seems really confident that he can achieve his goal. Does that mean he has somehow managed to take the other half of Kyubis chakra from the death god?

If not, does that mean that Minato had seen through this plan since the night they fought, and sealed half of Kyubis power away on purpose? Maybe !!

PS: Question that doesn't really concern the topic, but if half of Kyubis chakra was sealed elsewhere(death god) and that Tobi somehow manage to take this, does that mean there could be 2 Kyubis?:shrug:

I do not know the answer to your question. Perhaps they just completely ignore that fact? That would be annoying, though.
