Likely because he can put a shell of kyuubi chakra around it to hold shape like he did with sage chakra in sage mode...err something like that

he could throw coz he did the training by himself to improvise the rasenshruken to fit its name...but he didnt train before fightining with him and nor practised without using sm or km.

It's not limited to just sage mode, He can use it normally and in kyuubi mode as well

When he started to use KM he already knew how to throw it right? So he didn't need any training.

The rasen shuriken was only at 50% when Naruto fought kakuza and after learning sage mode he used his increased chakra and endurances to fully master the Rasen shuriken. Naruto can use it without sage mode and chakra mode but it requires alot of chakra and he can only use it twice then he's out of chakra, in sage mode he only used it twice before turning back normal but he did had two shadow clones gathering sage chakra so he might be able to do it 6 times in sage mode. Chakra mode he can use it plenty of times with his fox enormous chakra.
