How could Nagato deactivate the Rinnegan?

We've seen when Nagato first "awoke" the Rinnegan. It was when his parents were killed. Then it was deactivated during his time with Jiraya and also until Hanzou killed Yahiko.

So how can a transplanted Rinnegan be deactivated? I mean, it'd be weird if Kishi said that the rules are different for Sharingan and Rinnegan. Even Ao cannot deactivate his Byakugan.

So was Nagato's Rinnegan transplanted? Or did Tobi mean something else when he said "I gave Nagato the Rinnegan" maybe that Tobi was Nagato's real father?

I don't think the Rinnegan can be deactivated? Edo Madara doesn't count with switching to MS to Rinnegan.

how do you know its transplanted? who in narutoverse had rinnegan but no sharingan?
