No. Releasing more chakra makes you faster which is why opening the Gates makes the user faster as a result.

Who cares? 8th gates kills him too. All this 8th gates hype is like when Hiruzen was hyped from part 1 for doing RDS. If you have to die just to kill someone else it's basically a draw. A better question is how can gai beat his own jutsu without regeneration
