Madara tried to summon Kurama when he was revived in chapter 560.

So yeah the seal was preventing him.

rinnegan is the contact to summon gedo mazo, and since kurama was sealed inside naruto he could not summon it. Now don't confuse your self with a bijuu and the gedo mazo. the gedo mazo is not a bijuu its just a shell for the bijuus
