The Edo Tensei was imperfect, meaning too little of Hashirama's power was brought back into that vessel, thus seemingly not enough to act freely in the opening moments and then the seal Orochimaru placed within their heads were of the strongest variant, much unlike Kabuto's. My guess is that the two were too weak in the early few moments of their first resurrection so the amount of power brought back with them wasn´t enough to break through it.
