[Discussion] How come we haven't seen any new world bounty hunters!!?

Think about it. In the beginning of one piece (and Imean beginning) we met Zoro who was a bounty hunter.
Then we met pirates. Then marines. Then Revs.
So right from the start we have four groups of powerful people

1. Pirates

I meant think about it. The WG issues out bounties so that means they actually work. Because if the world didn't catch these people and bring them in the WG would stop issuing out bounties, so we know there is someone some where cashing in on them.
And doesn't it make sense if you are a strong bounty hunter that you go where the biggest most valuable prey is. The new world.
So why haven't we seen new world bounty hunters.

Yea that only makes my point even more valid. We have seen weak folderish Bounty hunter. So that means they are there. And we can assume they are stronger than weak mera mera hunting fodder.

I understand the idea of a Bounty Hunting elite, but they are neutral factions. The revolutionary army aren't a power in the world balance either. And we have met a lot of Bounty Hunting "elite/groups", Baroque Works, Franky Family, etc. I don't think they unite at a global level. Though one would expect Bounty Hunting monopolization would be a great way to achieve a great fortune. Maybe the Underworld has some Bounty Hunting magnates.
