Hashirama's cells affect ocular powers in different ways by the looks of it. KA cooldown was reduced to once a day from once every ten years thanks to Hashirama's cells.


I'm more inclined to believe that Hashi's cells allowed Obito to spam his MS more than everyone else because of that. I'm almost certain.
