As far as I know, in Narutoverse, when one gets DNA from someone else, he gains his elemental affinity. So basically, everyone who existed with Hashirama's cells only got his wood style and nothing more, nobody mentioned Hashirama's other traits being passed along (like body, looks or anything). I'm saying this because, in order to have abilities similar to 3rd Raikage's or any other Raikage, one is probably supposed to have that muscular, taijutsu-adept body and raiton. Now, as I said above, I don't think somebody can obtain a body like that with DNA transplantation, not to mention that there would surely exist various problems like with Hashirama cell's. Remember, out of Orochimaru's 60 test subject 59 died, with Yamato being the only survivor. Even with that fact, his wood release is far weaker than Hashirama's. So basically, you would just obtain raiton, and chasing a beast like 3rd Raikage just to obtain an element dozen shinobi were shown to have is just not rational. He does possess black lightning, but that is just another version of raiton, and for it you just have to have knowledge of how to utilize it, and I don't think knowledge comes with DNA.
