Because they made a deal and Itachi didn't really do anything to hinder Obito's plan at all since all Itachi stopped was Obito attacking Konoha but he was saving Kurama for last anyways and knew Itachi was dying from his illness either way.

Obito didn't care about Itachi being a spy, he did nothing to hinder Obito's plan at all and he already made a deal with Obito so in the end Obito was still getting what he wanted. Kabuto betrayed Akatsuki and was with Orochimaru who left Akatsuki as well plus he didn't know much about what Kabuto can do at that point while he did know a lot about Itachi that even Itachi didn't know about.

It seems Obito really couldn't have his way while Itachi was alive. He was a spy and he couldn't blow his cover. And there's also the fact that he had his own plans that involved Sasuke.

False, Itachi never hindered Obito, deal was for Itachi to help Obito to kill the Uchihas as well as join Akatsuki if he doesn't attack the village. Obito doesn't need anything but Naruto and he didn't really need Naruto until last as we learn the Gedo Mezo needs to absorb the Bijuus in chronological order as shown when Madara did it. Obito knew Itachi was dying from his disease so know it wouldn't have been long before Itachi died so using Itachi only aided Obito than hurt him; Itachi recruited Deidara for example.

Obito was using Itachi to further his goals. Itachi also did nothing to hinder or stop Akatsuki, so he wasn't a problem that needed dealt with anyway.

1. Obito he had no actual interest in destroying Konoha, he only cared about the Moon's Eye Plan. Even after Itachi's death, Obito still never attempted to destroy Konoha. Itachi was tricked.

2. Obito was priming Sasuke, and was using Itachi to try to get Sasuke to his side.
