Cause that's just who he is look at konan and Nagato he could've owned them since they both caused his beloved sensai's death and since they're S-rank criminals and part of the akatsuki, but they weren't threats anymore so he let them go.
Because certain people *cough* *Smd* *cough* think of it as a way to quantify power. They never think about character and that linear, biased way of thinking leads to misguided opinions.

Exactly, it's not in Naruto's character to go around killing people. It blows my mind that some users really can't see that.
Exactly Naruto and Sasuke are two different people it's sorta like Goku and Vegeta Vegeta killed many people and he blew up planets for fun but in terms of power they were relatively equal(Although In the end Goku's strength rofl stomps Vegeta's)

You're missing the point of the thread though yes he hasn't killed many people but what I'm saying is that it's not in his character to go around killing people. And also if you're gonna count Danzo's 1 death for 12 kills? Then shouldn't Naruto's 2 kills of Kakuzu count?
Because ninjas murder. It's just weird there's a ninja that doesn't kill, though Sasuke has that quality too. I guess it's to draw some parallel between the two.
That, and the whole cycle of hate thing. Isn't that what Naruto's trying to change? He isn't an ordinary ninja, if he goes around killing then that would just make him a hypocrite and it would mean Jiraiya,Nagato,Konan, have died in vain they all put their faiths in Naruto. It's cause of his attitude that he's gotten a lot respect. Heck Itachi trusted him with Shisui's eye because of it.
