How close to EMS Madara's power would you put Tobirama?

It seems like Tobirama Senju was a beast, hailed as the greatest Water Release user ever, creator of Edo Tensei and skilled in Space-Time Ninjutsu, plus with some good tracking/sensing skills, and having the "almighty" Senju lineage, how close would you rate his skills to Madara? Just below, on par? etc...

In the second pic, not only is he just one line behind Hashirama, but he's also next to another highly regarded Senju, Touka, who was apparently world famous for her genjutsu prowress.
