How can't the Mizukage have kekkei tōta

In Narutopedia it is stated that she has Fire,Earth and Water chakra. We saw that she can use Water and Lava releases that means she has 3 nature chakras. Why cant she form a kekkei tōta ( i mean something like the Dust release ) or she has to be born with them? Look here:

Kekkei touta is made up of three chakra natures her Lava style is made up of two natures as well as her other Jutsu, she only has Kekkei Genkai not Kekkei touta, Muu and Oonoki are the only Kekkei touta users.

I personally think it is cooler to have two kekkai genkais rather than one kekkai touta. Is there anyone else in the world who has two kekkai genkai's? I dont think so. But there are two people that have had kekkai toutas. My math says 1 person is more elite than 2 people.

If an Uchiha (sharingan is kekkei genkai) has lava release he will have 2 chakra natures and still have 2 kekkei genkais
