obito is strong but he hasnt reached the finally level of ten tails plus his time is very limited due to him only having partial 9tails/8tails chakra.i feel madara will be the closest one to perform infinite tsukiyomi but at the sametime sasuke is that hidden villian still on a path of hate and violence and even worse many top ninja from the leaf village know it to be true

It was not in Obito's the plans to use Tsukiyomi, but assumed, the Juubi's and Rinngan/Sharingan power instead. It was Madara's Plan as he has Tsukiyomi.

Infinite tsukuyomi is an entirely different technique than Itachi's tsukuyomi. Apparently Madara learned how to do the jutsu with that stone tablet the Uchiha had, the fact is that it's probably a forbidden Uchiha jutsu that can only be used with 10 tails chakra, the way izanagi required senju dna.

It doesn't require Itachi to cast the jutsu, any Uchiha that is 10 tails jinchuriki can probably launch the jutsu

Im pretty sure in order for Infinite tsukuyomi to be cast you would need two things first.

1.You'll need the juubi at its full form so that it can actually cast it.

2.Senju and Uchiha Dna to form Rikudo Dna and have a natural rinnegan to control the tsukuyomi.

Otherwise there would be no tsukuyomi to begin with.:devil:
