I'd assume he doesnt' have a real gauge of their strength since he sent some fodder after Sasuke in an attempt to "test" him.

He's lucky Sasuke was caught off guard by him being an Uchiha otherwise he would have captured him and boom, the plot of Gaiden fades away.
