Sakura could've surpassed her in part 1 because she had perfect chakra control then,and she has genjutsu taken t which tsunade lacks . The thing about Sakura character is that she is the most special because she could've developed new powers at any point of the manga without it being an asspull because she is smart, a quick study , with perfect chakra control. But she was too important to the plot to be powerful because sasuke would've been rekted

So technically Sakura surpasses tsunade as soon as she got the byakugou seal, but her powers are more implied than actually seen,
