if he has zero potential of using chakara at all than how does he go on missions where it requires him to run across a river or lake or ocean? cause you need to be able to use chakara to run across water....

Dumb ass mutha ****a please learn to read and comprehend. Rock Lee didn't have potential to use ninjutsu and genjutsu. He has chakra moron damn the whole point of the 8 gates is to release all of your chakra at once and Lee uses the 8 gates.

He can use ninjutsu. He uses shunshin, and walks on water. His stats in the databook give him a 0.5 in ninjutsu, I believe.
