The difference is that Gaara finally changed his ways. He quit killing just to prove his existence and he didn't just become kazekage out of nowhere. He earned it, he had to earn the trust of his people and he did. As for Sasuke... I don't hate Sasuke, he is actually one of my favorite characters. The difference for him though is that he had friends and people he cared about and he even tried to kill them...just to sever his bonds to achieve his goals. Gaara didn't try to kill people he loved and cared for, once he made friends he protected them rather than harming them.
