Wrong Section..Also yes you can. Im Pretty sure it says when you are making a thread At the bottom or something it says add a poll.

Yes you can make a poll (but not sure if you can for konoha town threads).
You normally get the option when you want to make the thread. It normally asks you at the very bottom of the page, there's also the amount of options you want to have.
