How can i change my username?

I just signed up for 9th username change thing, that will happen on 27/28th of august. Do i need to win a contest or to be premium for that?

Actually if come in second place in some contests for example Album of the Week you can change your username I still have the option to change my Username cause i came in second in one of the previous contests anyways theres always Premium
