As we know, Black Zetsu tampered the Tablet to fool the Uchiha clan.

How did BZ add/edit a language only eyes he doesn't have can read?

He needed a rinnegan user to break the seal to get Kaguya (Gedo mazou)

Waited for the opportunity for Madara to get closer to Kaguya's chakra (Hagoromoo mentioned the chakra part) and revived Kaguya.
