it basically allows the wielder of said technique to one shot any foe

Even the crow itachi had could wield MS KA. It could one shot due to MS level KA that gives permanent order.
Danzo had to exersise control over mifune all that time, it doesnt fit one shot description.
Face it danzo doesnt have MS level KA and is basically fodder in face of MS uchiha.
