I know Konoha is a village. Pain leveled Konoha and that was 300 chapters ago. Konoha is Large Town/Small City level. It's kind of obvious the power level increased dramatically since then.

War took place in the Frost country not the Lightning country. If you see last image in you see that those Chibaku Tensei are as big as the Frost country.

Only meant to serve as a distraction. His Chakra didn't take a dip and he wasn't out of any chakra. In fact he used Infinite Tsukuyomi a couple seconds after he used Chibaku Tensei and even after he used Infinite Tsukuyomi he still had more than enough Chakra to keep on fighting Naruto and Sasuke. There's no way in hell that those were full-Powered.
