It's stated - by Tobirama - that The Uchiha Clan was given that position because they had to be given an outlet to channel thier intensity, so, personally, I think that it's more of a matter of keeping the latter under control, than it was of the crime rate in The Leaf.

For example, there have been no emphasis on criminals canonically being rampant in the Leaf, I believe, sans Uchiha Itachi.
