how are the kage going to revive madara if he isnt dead?

The edo kage were speaking of using another edo tensei on madara using the genetic material from his legs, but how and why would they do this? It doesn't seem like hes deceased more like being used as a host by kaguya, who doesn't seem to have a true body at this point, meaning that madaras soul still exist in the mortal world, plus hes stated that he cannot die.

They couldn't. If they performed edo tensei and it didn't work it's obvious madara is alive.

Well, It's no longer part of madara/kaguya anymore, So i have no idea why you brought that up.
The shinju was still on the battlefield even after the bijuu's got extracted from obito.... It just "died" but its existence was still there.
