How and Why did Kaguya cast IT?

Without the moon there is nothing to cast IT off.
Before Ninshuu there is no chakra to gather with IT.

Kaguya was sealed into the moon before Hagoromo started Ninshuu. She had no opportunity or reason to cast IT.

Once again, an Ootsutsuki has danced on the precipice of logic and fallen into a plot hole, Leaving her legs behind in the form of Spiral Zetsu and a Teapot.

she had all the necessary chakra then since she wasn't sealed and her chakra wasn't dispersed.

There are two moons in NV (Shown in the movie). One was the original moon, the other was where Gedo Mazou was sealed with Chibaku Tensei.

The initial Mugen Tsukuyomi was casted by Kaguya to create the White Zetsu Army and spread her cursed chakra to everyone. Even if People didn't have chakra, they still had energy which Kaguya needed.

She doesn't have to analyze the fruit...there were legends about not touching the fruit and it being taboo.

She could have cast Infinite Tsukuyomi on them at simple close range individually. They had chakra before Hagoromo went around teaching Ninshuu, it was until Ninshuu that they knew how to use it and what it was.

Here, I'm just want to explain about how chakra been spread at that time before Juubi creation.

Hagoromo has already spreading his own chakra to humans at that time through Ninshuu even before Juubi ceation and His sons were born.

Kaguya awared of Hagoromo act and proceed to collect back her chakra by merging with Shinju and becoming Juubi

What Ashura done after Hagoromo dead is advancing or continue what Hagoromo had left before his death,

Ashura is the winner of Ninshuu leadership right, when he defeated Indra and also after Hagoromo witnessing his achivement in cooperating or unite with humans.

You don't need the moon to cast it. The moon was to make it world wide. You can still cast it on smaller groups of people or one person just like you can with normal genjutsu.
