Not necessarily. Sasuke would have to look at A, take aim, focus the chakra, turn it into Amaterasu and then set it to A. A would have ample time to dodge it, especially since his speed was considered a teleportation jutsu by Shee and he was in Version 2 armor, which is even stronger than the Armor he used to doge a point-blank blast from Juugo.

Amaterasu doesn't travel but you need to see the target and sight travels... It can be dodged if you're fast enough to move out of the user's sight before the jutsu can materialise on you.

Ahhh, my young idiot, that's the thing! You need to dodge in the split second where Sasuke takes aim and prepare Amaterasu. In order to that, they need a little thing called SPEED. People like A, Minato and Naruto can dodge Amaterasu because they have the raw speed needed for that moment.

it looks like that because he is focused on sasuke the sasuke it out of the way b4 it apears and then it falls on the tree because it is fire if fire is not on anything it falls remeber amaterasu dont go out so once its in play its there but even in that video it apears like a flash not like a ball that was shot

also amaterasu has big plot holes like in that fight itachi shot the whole place up with amaterasu and if it never goes out the world should be on fire by now

What you saw wasn't Itachi shooting a ball of Amaterasu, but him trying to set it to Sasuke. Due to him holding back, Sasuke was able to run out of the way. By moving his head, Itachi was able to create even more Amaterasu and spread it as he moved his head, spreading it throughout an area of his field of vision.

Amaterasu relies on vision. If you can see someone, Amaterasu is spawned on them, but if they can escape your vision, or at least the area withing their vision that was to be set, you can dodge Amaterasu, granted you have that speed.
