That Naruto is bland as hell. How Naruto should have looked is how Naruto is.

He's not a Sasuke type of character in the first place. He's always the goof and the butt of the comic relief, so having this run of the mill, yet ultra-serious design would've been a direct contradiction to who Naruto is as a character. Besides as others have pointed out, it looks more mature.
