Considering raiton can be absorbed by Samehada, and the Third isn't of outrageous speeds for Kisame to be unable to react to....

And, if/when he gets up the Water Dome, the match up ends.

He still has to find a way to hurt Sandaime though and he doesn't possess jutsus enabling him to do so. In close range, Sandaime would break him apart. Kisame can't use the level of water dome he used against Killer-Bee without Hachibi's chakra, so it shouldn't be that difficult for the Sandaime to get out

The Third has massive reserves as well, that could help sustain the water dome.

When chakra reserves get low enough, it becomes a serious issue.

When he passes out from chakra loss, Kisame can just use the water dome.
