The Grudge (American version) is the scariest movie I've ever seen. Nothing has ever scared me like that and I doubt anything ever will again.

Mama is seconded only to The Grudge, it got some screams outta me.

I love A Nightmare on Elm Street (1) because Freddy Krueger is such a fun character. It's not necessarily the scariest, but the concept is pretty damn scary. The remake was very good too.

Hmm... The Ring is also pretty good.

But I think the BEST horror movie is The Shining. Jack Nicholson's performance is the best I've ever seen in any movie. Shelly Duvall is a hindrance to the film but Jack makes up for it. And the whole time, thinking whether or not Jack Torrence is crazy or if the Overlook Hotel is REALLY haunted, the supposed ghosts, the atmosphere, I love everything about it. I've seen it like 10 times.
