1) Hashirama - He created the village on his own basically. Most if not all of the trees that surround Konoha were from him.
2) Tobirama - By setting up the Chuunin Exams, he saved Konoha from many potential wars (Chuunin Exams are a substitute for warfare where villages show their prowess through upcoming ninja). Not to mention he put the Uchiha in their place and avoided a potential civil war by using the Konoha Police Force.
3) Naruto - Forget Minato, he's the true hero. If it weren't for him, Minato wouldn't have found it in himself to seal the Kyuubi into anyone else and Kurama would've killed his arse. Jiraiya, however, would've done a better job if Naruto didn't exist. He already saved Konoha before he was a day old. Saved Konoha from Nagato, too (but this is a plot victory, does it even count?).
4) Hiruzen - If it weren't for him, Edo Tobirama would've flooded the world. So in that sense, he's #1. On another note, he was Hokage during a part of the First Shinobi World War, the entire duration of the Second Shinobi World War, and a part of the Third Shinobi World War. Konoha's still standing, this is what we call great leadership.
5) Obito/Itachi - Eh. Obito did most of the killing anyways, Itachi just took the blame. And if it weren't for Itachi and Obito, the rest of the village would've taken down the Uchiha anyways.
