Meh. Hard to say, though the difference isn't big. Both got owned the minute a villain showed up in their village, one had to be rescued by a kid. Hiruzen was unable to prevent the Uchiha massacre and subsequently the events that unfolded, plus the Hyuuga incident. He also let Danzo do whatever he wanted, while Tsunade, on the other hand, was more restrictive to Danzo and pretty much openly disliked him. She also let Sasuke be undisturbed by ninja trying to assassinate him, which can be both good and bad, depending on how you look at it. She healed Lee, trained Sakura and was overall an okay leader.

Overall, I'd say Tsunade was the better Hokage, though not by much.

Maybe to protect their village after so so many wars. Their heart closed on mercy. Even i know their decision is bad but it is acceptable. If i and you had gone through many wars and finnally we settle thing up and live in peace, for me i will eliminate any kind of threat before it lays it's egg.

During the 1st and 2nd war, the Uchiha clan was kept out of foreign affairs. They was treated like second class citzen. One Uchiha saw that and called the 2nd hokage out on it. 2nd Hokage killed his ass. The clan kept quite and live on their knees since nobody in the clan is strong enough to lead like Madara.

Because it was their leader that steer up the war. But instead of live in peace, they want to destroy the village... They werent live in a cage, it was a fking free land, enough of food...bla bla bla, maybe not as good as the inside village but definitly better than the sand village. What will they gain if they kill the hokage and many innocent ?

Hiruzen was great. He did everything perfectly and entrusted the title to Minato in order to enjoy his retirement. What that foddaime did ? Let Tobi kill his his wife and let Kyuubi butcher villagers. And on top of that he died while leaving the chaotic village to the old man. It is truly amazing of Hiruzen that no other village invaded Konoha after this incident.

The Uchiha acted that way after Tobirama pushed them to the borders of the village. Even before he was Hokage, when Senju and Uchiha were getting along just fine in their newly formed village, Tobirama was constantly paranoid the Uchiha boogeyman was out to get him.
