How can anyone relate to someone who's very clingy, obnoxious and pretty much forgives anyone even if they killed his own parents?....

people have different opinions. Going by your logic majority of the characters in naruto are not relatable

It's all opinions. Some can relate to him, some can relate better to other characters. Personally, I can relate to him, because many of the situations he has faced remind me of situations in my own life, and his guts to never give up serve as inspiration to further draw a link between myself and him.

For example, someone who is bullied can relate the fox to the reason they get bullied, as a sort of burden, and relate people hating Naruto to the bullies or people who dislike them IRL.

When you relate to Naruto it's usually based on things like, were you an orphan, did you cause trouble to get attention, did people treat you like an outcast? Did the girl you like have feelings for another, etc...
