To my recollection, all he did was stop the KA which was pretty much the last thing stopping the massacre from happening. I know that he wanted the massacre to happen, he was even willing to have his own men kill the Uchiha and I am not saying he isn't to blame. But I don't think that Fugaku had absolutely no ability to talk to Hiruzen, I think it's safe to assume he could have and vice-versa. Both sides can be blamed imo. U_U
Danzo was not the sole reason for the Uchiha's downfall. Numerous other things were in place and Danzo simply took advantage of it, the Uchiha's themselves were not helping the situation; both sides were to blame. However it all stems back to Madara during the first foundings of the Leaf.

I agree with this. There had already been years of tension between Konoha and the Uchiha since the days of Tobirama's and Madara's fallout. Fugaku and the majority of the clan were too stubborn and didn't want to compromise. Hiruzen was too much of a pushoever. And Danzo did whatever he wanted but did it the wrong way, he didn't help the situation as far as coming to a compromise went. Then it became quite evident that negotiations wouldn't work because Shisui had to resort to a KA attempt, but then that didn't succeed and the massacre became inevitable at that point.

I'll just copy and paste bits and bobs on what I wrote ages ago that explained the reasons for their downfall.
Their greatest powerful leader, Madara Uchiha, who led them through countless battles, ironically also led to their downfall. His ideals about revolting during the first foundings of Konoha was the seed to all of this because he thought the Senju were intent on wiping out the Uchiha. Happens when you have an arrogant, power lust and paranoid leader.

The Uchiha clan were not entirely doing themselves any favours by the following reasons:
- Succumbing into the ideals of Madara as they noticed that they were being kept in check and decided to plan a revolution.

Eventually, Fugaku and other Uchihas would plan a revolution. They were willing to risk a civil war as well as possibly a Shinobi world war (
