I just figured it out when I seen the color page of the recent chap.
It looks like a head band but no. It's part of kaguya face reforming over madaras.
You seen when he absorb the tree the horns grew. I think it's gonna grow over his face to reveal her face.
He already got the robe of hers. Something gonna happen and the face gonna completely cover madara's.

he has magatamas on the bottom part of his cloak.

Kaguya had them in the Sage's flashback.

Madara did not have them when he first become Juubi Jin.

His head-band is looking like Kaguya's ears, and his cloak looks more like hers. Kaguya may very well be the final villain. (unless you count the inevitable Naruto and Sasuke fight)
