I mean of course he was bound to learn how to use rasengan properly eventually, but when exactly did it actually happen? He used it in VOTE2, and if I recall correctly, he managed it at VOTE1 as well, right before clashing with Sasuke's chidori.

Can this be explained away by saying "lol rikudo chakra made him learn it" and "lol kyuubi cloak makes him able to do it"?

That was SM Naruto, I'm guessing OP was asking when base Naruto could do it. I can't recall any moment before VOTE 2.

There is literally no difference however. Sage Mode assists in the formation of the Rasengan in no way whatsoever. Sage Mode or not, Naruto always formed it with a clone unless using the Kyuubi's chakra.
